What Is E-Waste EPR?
Extended Producer Responsibility (EPR) is a regulatory framework that makes producers, importers, and brand owners responsible for the safe collection, recycling, and disposal of electronic waste generated from their products at the end of their useful life. In India, EPR for e-waste is governed by the E-Waste (Management) Rules, 2022 notified under the Environment Protection Act, 1986.
The 2022 rules replaced the earlier 2016 rules and introduced a more structured approach with quantified collection targets, EPR certificates, and a centralised online portal managed by the Central Pollution Control Board (CPCB).
Who Needs EPR Authorization?

EPR Registration Process
Step 1: Register on the CPCB Portal
Visit the CPCB's EPR portal (eprewaste.cpcb.gov.in) and create an account. Select the applicable category — Producer, Importer, Brand Owner, Refurbisher, or Recycler.
Step 2: Fill the Application
Complete the application form with details including company profile, product categories, annual sales/import volumes, existing collection infrastructure, and proposed EPR plan.
Step 3: Upload Required Documents
- Certificate of Incorporation / Business Registration
- GST Registration Certificate
- PAN card of the entity
- Product catalogue with specifications
- Previous year's sales data (quantity-wise by product category)
- EPR Plan detailing collection mechanisms and recycling partnerships
- Consent to Operate from State Pollution Control Board (for recyclers/dismantlers)
Step 4: Submit and Pay Fee
Submit the application and pay the prescribed fee through the portal. Fees vary based on the type of entity and product volume.
Step 5: CPCB Review and Authorization
CPCB reviews the application, may seek clarifications, and grants EPR Authorization. The authorization specifies collection targets (in tonnes) for each product category for the next 5 years.
Collection Targets and EPR Certificates
Under the 2022 rules, producers must meet progressively increasing collection targets:

Producers can generate EPR Certificates by partnering with authorised recyclers/dismantlers. These certificates serve as proof of meeting collection obligations.
Annual Compliance
- Annual Returns: File annual returns on the CPCB portal with details of products sold, collected, recycled, and disposed
- EPR Certificate Submission: Submit EPR certificates demonstrating compliance with collection targets
- Third-Party Audit: Annual audit of e-waste management operations by an empanelled auditor
- SPCB Consent Renewal: Recyclers and dismantlers must maintain valid Consent to Operate from the State Pollution Control Board
Penalties for Non-Compliance
- Environmental Compensation: CPCB can levy environmental compensation for failure to meet collection targets
- Cancel/Suspend Authorization: CPCB can cancel or suspend EPR authorization for repeated non-compliance
- EPA Penalties: Under the Environment Protection Act, penalties include imprisonment up to 5 years and fine up to ₹1 lakh (per day of non-compliance after first conviction)
