What is an Import Export License (IEC)?

An Import Export Code (IEC) is a 10-digit code issued by the Directorate General of Foreign Trade (DGFT), Ministry of Commerce, Government of India. It is a mandatory requirement for any person or entity engaged in importing or exporting goods and services from India.

Documents Required for IEC Registration

For Individuals / Sole Proprietors

  • PAN Card of the proprietor
  • Aadhaar Card
  • Cancelled cheque or bank certificate with pre-printed account details
  • Passport-size photograph (scanned)
  • Address proof of business premises (rent agreement, utility bill, or ownership document)
  • Digital Signature Certificate (optional — can use Aadhaar OTP instead)

For Companies / LLPs / Partnership Firms

  • PAN Card of the entity
  • Certificate of Incorporation / Partnership Deed / LLP Agreement
  • PAN and Aadhaar of all directors/partners/designated partners
  • Cancelled cheque of the entity's bank account
  • Address proof of registered office
  • Board Resolution (for companies) authorizing a director to apply
  • Digital Signature Certificate (recommended)

Step-by-Step: Online IEC Registration on DGFT Portal

Step 1: Create an Account on DGFT Portal

Visit dgft.gov.in and click on "Register". Create an account using your PAN number, email, and mobile number. You will receive an OTP for verification.

Step 2: Log in and Navigate to IEC Application

After logging in, go to Services → IEC → Apply for IEC. The system will auto-populate some fields from your PAN database.

Step 3: Fill in Entity Details

Enter the following details in the application form:

  • Entity name and type (Proprietorship, Company, LLP, etc.)
  • Date of establishment / incorporation
  • Registered office address
  • Nature of business (Manufacturing, Trading, Services)
  • Bank account details

Step 4: Upload Documents

Upload scanned copies of all required documents. Ensure files are in PDF format and within the size limits specified (typically 1-5 MB per document).

Step 5: Pay the Registration Fee

Pay the IEC registration fee of ₹500 through the online payment gateway (net banking, debit card, credit card, or UPI).

Step 6: Submit Application with Digital Signature or Aadhaar OTP

Sign the application using either:

  • Digital Signature Certificate (DSC): Recommended for companies and LLPs
  • Aadhaar OTP: Available for proprietorships and individuals. An OTP is sent to the Aadhaar-linked mobile number for authentication.

Step 7: Receive IEC Certificate

After submission, the DGFT typically issues the IEC within 1-3 working days. The IEC certificate can be downloaded directly from the DGFT portal. In most cases, issuance is automatic and instantaneous if all documents are in order.

Important Points About IEC

  • Lifetime Validity: IEC does not expire and does not need renewal. However, annual updating is mandatory.
  • Annual Update: Between April and June each year, IEC holders must update their IEC on the DGFT portal (even if no changes). Non-compliance can lead to deactivation.
  • Modification: Any changes in bank details, address, or directors/partners can be updated online through the DGFT portal at no additional cost.
  • Surrender/Cancellation: If you no longer need the IEC, you can surrender it through the portal.
  • Multiple IECs: One PAN can have only one IEC. Multiple branches or divisions of the same entity use the same IEC.

Penalties for Non-Compliance

Operating in international trade without a valid IEC can result in:

  • Customs Detention: Goods may be detained or confiscated at the port
  • Monetary Penalty: Fines under the Foreign Trade (Development and Regulation) Act, 1992
  • Bank Payment Issues: Banks may refuse to process foreign currency transactions without a valid IEC
  • Loss of Export Benefits: MEIS/RoDTEP benefits and other export incentives cannot be claimed
